Congressional Inaction on Pay Raise, Pay Freeze for Senior Officials Extended

As of January 1, 2023, the minimum wage increased by 10.15%. Employees earning less than $2,763.43 per month as of January 1, 2023, are entitled to continued payment of at least the minimum wage of $1,934.40 per month during the first 52 weeks of illness.

Under a provision in the Further Continuing Appropriations and Other Extensions Act 2024 (Public Law 118-22, November 16, 2023), the freeze on the payable pay rates for the Vice President and certain senior political appointees will continue through February 2, 2024.

The Office of Personnel Management (OPM) has stated that the 2023 pay raise is moving forward despite the unresolved federal budget talks, which are less than a month away from Congress's latest deadline. Action is also taking place in the Senate on removing the long-standing pay freeze for some senior officials.

With the economy cooling, Microsoft has announced a salary freeze for full-time employees this year. Similarly, KPMG has frozen pay for thousands of its UK staff and cut bonuses.

Despite the pay freeze for senior political appointees, President Joe Biden is requesting a pay raise of 4.6% across the board in the fiscal 2023 budget request.

Millions of public sector workers in the UK will receive a pay raise next year due to the lifting of the government's pay freeze. Senior management in the UK civil service has proposed freezing automatic pay increments for staff.

The pay freeze for 2023 comes after Microsoft had nearly doubled the budget for merit increases and boosted stock allocations for certain employees in 2022.
